The Serbian government has approved a contract with Jared Kushner on plans to build a luxury hotel on the site of the former defense ministry in Belgrade, putting him directly into business with a European state as his father-in-law, Donald J. Trump, vies to return to the White House. Mr. Kushner is pursuing the $500 million hotel project in partnership with Richard Grenell. A former Trump administration aide, Mr. Grenell first proposed that U.S. investors attempt to redevelop the long-vacant bombed-out site of the former Yugoslav Ministry of Defense while Mr. Grenell was still a diplomat, serving as a special envoy to the Balkans. The deal, which provoked protests in Belgrade on Thursday, is with an affiliate of Mr. Kushner’s Affinity Partners, the three-year-old, $3 billion investment fund backed by the sovereign wealth fund of Saudi Arabia. “The government of Serbia has chosen a reputable American company as a partner in this venture, which will invest in the revitalization of the former Federal Secretariat for National Defense complex,” a Serbian government official said in a statement released on Wednesday.

The State Secretariat for Economic Affairs (SECO), the agency overseeing sanctions, said the 7.7 billion francs figure was only its latest estimate and was subject to change. Bern has also blocked the movement of 7.4 billion francs in foreign currency assets belonging to the Russian central bank. SECO declined to comment on which individuals have had their assets frozen. Still, the frozen assets are only a fraction of the total wealth held by Russians in Switzerland, with the country's banks holding 150 billion francs, according to estimates by the Swiss Bankers Association.

JOHANNESBURG/LONDON, Nov 15 (Reuters) - Zambia's official creditors including China rejected a deal the country struck with its international bondholders because they believed its "base case" scenario did not deliver debt relief comparable to what they offered in a separate deal, two sources familiar with the talks said. Official creditors said the agreement in principle, which the International Monetary Fund (IMF) also rejected, did not comply with "Comparability of Treatment", said the sources, who declined to be identified as the discussions are private. Both bondholders and official creditors had proposed extending the maturity of Zambia's debt and that it be paid back quicker if the country's economy performs better than expected. The bondholder deal proposed they would be paid more than $700 million before 2026 in the base case, while official creditors had offered a longer three-year grace period. Bondholders would need to offer more debt relief in the base case scenario for the deal to be acceptable to official creditors and the IMF, one of the sources said.

U.S. Treasury Secretary Janet Yellen called on Pacific Rim finance ministers on Monday to boost the productive capacity of their economies while working to finance the transition to low-carbon energy and provide more opportunities for the poor. Opening a meeting of finance ministers of Asia Pacific Economic Cooperation countries, Yellen said the group's economic dynamism meant that the actions they take matter for addressing global challenges. A day after the APEC Secretariat issued new forecasts for slowing growth next year amid a continued inflation fight and U.S.-China tensions, Yellen said the group needed to increase potential output. And we need to leverage emerging technologies to drive innovation while maintaining safe financial markets," Yellen added. The APEC finance ministers meeting comes just ahead of the APEC leaders' summit later this week and a high-stakes meeting between U.S.-President Joe Biden and Chinese President Xi Jinping aimed at easing tensions between the world's two largest economies.

The APEC GDP growth rate will average 2.9% in 2025 and 2026, below the global average of 3.2% and 3.5-3.6% in the rest of the world. Taming inflation could require more monetary policy tightening, slowing growth further. Trade volume growth for goods is set to rebound next year among APEC countries after a largely flat 2023 due to China's sluggish growth, rising to 4.3% for goods exports and 3.5% for goods imports. The data shows "how important it is to re-engage, de-risk and avoid decoupling" of the U.S. and Chinese economies. By Gloria DickieLONDON (Reuters) - The United Arab Emirates will not double up on hosting the United Nations' annual climate conference by holding next year's summit, according to leadership involved in the event. "The UAE has not been asked and has no intention of hosting COP29," Majid Al Suwaidi, director general of the COP28 summit, told reporters on Friday. "We will not be hosting COP29." Nations are scrambling to find an alternative venue for the event which sees representatives from nearly 200 countries gather to agree to joint efforts to tackle climate change. If a host for COP29 cannot be agreed, the location could revert to Bonn, Germany, where the U.N. climate secretariat is headquartered.
